Selbst bei Kenntnis derartige Defizite auf einer Führungsposition, ändert dies nicht zwangsläufig die Besetzung ebendiesen Postens. Die Minderleistung einer Führungsposition wird mitunter in Kauf genommen. Die Gründe für ein derartiges Verhalten können sehr unterschiedlich sein. Den Faktoren „Macht“ und „Pfadabhängigkeit“ könnte hierbei eine besondere Bedeutung zukommen.

Diese Arbeit soll untersuchen, inwieweit Macht und Pfadabhängigkeit Einfluss nehmen auf die (Fehl-) Besetzung von Führungspositionen und dem Festhalten an Führungspersonen und welche Rolle dabei der Personalentwicklung zukommt.

Zunächst soll der Zusammenhang zwischen Macht und Personalentwicklung (Kapitel 2) untersucht werden. Dazu werden beginnend die notwendigen, theoretischen Grundlagen erarbeitet. Kapitel three wird auf Grundlage theoretischer Aussagen die Verbindung von Personalentwicklung und Pfadabhängigkeit darstellen. Im Anschluss sollen exemplarisch einzelne Instrumente der Personalentwicklung zur Personalauswahl und Laufbahnplanung im Hinblick auf die jeweilige Abhängigkeit und Beeinflussung von Macht und Pfadabhängigkeit näher untersucht (Kapitel four) werden und anschließend in Verbindung mit einem Praxisbeispiel (Kapitel five) bewertet werden. Kapitel 6 widmet sich den Aussagen des Peter-Prinzips.
